Third Acharya Jagadish Chandra Bose Memorial Lecture

The Third Acharya Jagadish Chandra Bose Memorial Lecture was delivered by Dr. Mani Lal Bhaumik, eminent laser scientist and President, Cosmogenics, Los Angeles, California, USA. The title of the lecture was "In Search of Our Origin". Professor Surabhi Banerjee, Vice Chancellor, Netaji Subhas Open University delivered the Welcome Address. Professor Asoknath Basu, former Vice Chancellor, Jadavpur University presided over the programme.

National Symposium titled 'In Quest of Excellence--Industry, Education and the Media'

The day-long National Symposium titled 'In Quest of Excellence--Industry, Education and the Media' was organised by Netaji Subhas Open University on 20.12.2006. The inaugural session was held at Hotel Hindustan International, 235/1, AJC Bose Road, Kolkata--700020. Professor Surabhi Banerjee, Vice Chancellor, Netaji Subhas Open University delivered the Welcome Address. Professor Sudarsan Raychaudhuri, Minister-in-Charge, Higher Education Department, Government of West Bengal delivered the Inaugural Address. The Keynote Address was delivered by Professor V. N. Rajasekharan Pillai, Vice Chancellor, Indira Gandhi National Open University and Chairman, Distance Education Council. Mr. Sanjoy Budhia, Managing Director, Patton International Ltd. was also present at the Inaugural Session and delivered a lecture. The Inaugural Session was followed by three parallel technical sessions on Industry, Media and Education respectively. The sessions on Industry and Media were held at Hotel Hindustan International and the session on Education was held at the Conference Hall of Netaji Subhas Open University Headquarters at 1, Woodburn Park, Kolkata--700020. In the evening there was a cultural programme of Dance Recital by the Kathak maestro Professor Amita Dutta and her troup. This symposium was organised in connection with the occasion of University's getting the international award--“Excellence in Distance Education Award (EDEA), 2006” for Institutional Excellence in Open and Distance Education by the Commonwealth of Learning (COL).

Fourth Annual Foundation Day Lecture 2006

The Fourth Annual Foundation Day Lecture of Netaji Subhas Open University was delivered today by Professor V. N. Rajasekharan Pillai, Vice-Chancellor, Indira Gandhi National Open University and Chairman, Distance Education Council, New Delhi before a distinguished assembly which included its vice-chancellor, Professor Surabhi Banerjee, academicians, experts and students at Rotary Sadan, Kolkata. The eminent academician spoke on the catalytic role of the Open University system in the country in the times ahead. Sri Asok M. Chakrabarti, Additional Secretary to the Government of West Bengal, presided over the function.

Earlier on welcoming all Professor Surabhi Banerjee, Vice-Chancellor, Netaji Subhas Open University described the occasion in her Welcome Address as a well-chosen moment of stocktaking and introspection. It was also assuredly a moment of celebration she asserted. Though there was no room for complacency in the University’s scheme of things, there was glad tidings; this premier ODL University was recently conferred with the most prestigious International Award—“Excellence in Distance Education Award (EDEA), 2006” for Institutional Excellence in Open and Distance Education by the Commonwealth of Learning (COL). This global recognition of the university’s immense and tangible achievements was an honour not only for NSOU but for all in India involved in Open and Distance Learning. NSOU however refuses to rest on its laurels and continues to forge ahead and is well poised to widen its academic outreach beyond West Bengal. She felicitated Professor Pillai on becoming Vice-Chancellor of IGNOU and Chairman, DEC.

Professor Pillai began by observing that he was paying his third visit to the University. He had been a witness to its magnificent exfoliation and expansion—a process through which NSOU has swiftly come to grips with the basic goal of taking higher education to the grassroots and minimizing deprivation in this area. If one went by the three parameters of universal literacy, school education and post-school or higher education India still has a considerable leeway to make up in spite of its undeniable achievements in various fields. The situation is more or less similar in the tri-continental world. This is where Open and Distance Learning can come in and make all the difference, functioning in tandem with the conventional system and rapidly bringing into play and accelerating the use of a whole new array of state-of-the-art ICT technologies and devices like EDUSAT. Professor Pillai went on to observe that premier ODL institutions like Netaji Subhas Open University can go a long way in addressing the problem of regional imbalance by training and equipping the educated unemployed for a variety of vocations and thus bridging the knowledge gap which tends to hold them back in the competitive job market. In the final analysis the ODL system, if used correctly, can be a magnificent tool in the hands of each learner and teacher in his/her search for quality education and fulfillment in life. The question of quality assurance and quality enhancement is naturally central to the national agenda of education. The way he saw it, what was needed was a national framework for assessing and assuring quality and skills both at the central and the state levels. The creation of such a framework would naturally increase academic and professional mobility. Its inherent flexibility enables the ODL system to initiate and sustain such a framework in collaboration with the conventional system. This naturally implies a meaningful convergence of ODL and the conventional system—a convergence capable of opening up wonderful possibilities. In conclusion Professor Pillai felicitated Netaji Subhas Open University for memorable achievements both at home and abroad.

Two Day National Symposium on Intellectual Property Rights

Venue: Rotary Sadan, Kolkata & Golpark Campus of Netaji Subhas Open University

A two-day National Symposium on Intellectual Property Rights (IPR) was organised by Netaji Subhas Open University in collaboration with Ministry of Human Resource Development (MHRD), Government of India on December 8 & 9, 2006. The inaugural session was graced by the presence of Shri Rabi Lal Mitra, Minister in Charge, Law and Judicial Department, Government of West Bengal, who inaugurated the symposium and Justice Chittotosh Mookerjee, Former Governor of Maharastra and Former Chief Justice, Bombay High Court as the Chief Guest. The inaugural session was held at Rotary Sadan, 94/2 Jawaharlal Nehru Road, Kolkata--700020. On the following day the venue was shifted to the Golpark Campus of Netaji Subhas Open University. Academicians, Students, Experts, Professionals from various spheres participated in the symposium.

Eastern Regional Conference on NET Examination

Under the sponsorship of UGC a day-long conference on NET examination was organized and hosted by Netaji Subhas Open University, Kolkata on 19 October, 2006. Vice-Chancellors, eminent academicians, experts, students/research scholars from various universities of eastern region along with policy makers delved deeply into the matter, discussed the issue at length and gave vent to their views regarding the issue. In her Welcome Address Professor Surabhi Banerjee, Vice-Chancellor, Netaji Subhas Open University reminded the distinguished audience that the issues involved were of such a pivotal nature as the task of evolving an effective national policy demands the most alert attention and response. Dr. Bhalchandra Mungekar, Member, Planning Commission and Chairperson, UGC-NET Review Committee in his Introductory/Inaugural remarks pointed out that in India we need highly enlightened, educated and communicative teachers who will be able to initiate students into newer areas of study. In this connection he briefly reviewed the recommendations of various education commissions of India and the very philosophy of introducing NET examination as a screening test for the selection of quality teachers in the realm of higher education. Professor Amiya Bagchi, an eminent academician and an economist, presented his views against NET citing exemplary cases from different states. Professor Amlan Dutta, the former-Vice-Chancellor of Vishva Bharati University and North Bengal University, West Bengal observed that the NET was developed in order to create a centralized eligibility test to ensure quality, as the standards of all the Indian universities are not at par. the process of ensuring the quality should be intelligent. He opined that NET should test a person’s teaching ability which includes not only a firm grip on information but also a very clear conception and communicative ability. The inaugural session was followed by an interactive session which was well attended by Vice-Chancellors of various universities of eastern India, academicians, students, university administrators etc. Issues like restructuring of NET question papers, preparing question banks, retention of NET instead of SLET, employment guarantee for NET qualified candidates, rationale behind setting M. Phill. and Ph. D. as two alternative criteria for NET surfaced during the interaction. Professor Surabhi Banerjee, Vice-Chancellor, Netaji Subhas Open University in her concluding remarks thanked everyone for critically reviewing the situation. The Vote of Thanks was proposed by Dr. M. V. Krishnaswamy, Jt. Secretary & Head, UGC-NET Bureau.

She delivered the Convocation Address. Professor Surabhi Banerjee, Vice Chancellor, Netaji Subhas Open University presented the annual report of the University. Shri Gopalkrishna Gandhi, Governor of West Bengal and Chancellor, Netaji Subhas Open University presided over the programme.

Second Endowment Lecture on "Open and Distance Learning"

Professor Surabhi Banerjee, Vice-Chancellor, Netaji Subhas Open University, in her Welcome Address, thanked Professor H.P. Dikshit, Vice-Chancellor, Indira Gandhi National Open University and Chairman, Distance Education Council, for having kindly agreed to deliver the Second Endowment Lecture on "Open & Distance Learning". The First Endowment Lecture on ODL was delivered by Sir John Daniel, President and C.E.O., Commonwealth of Learning, Vancouver, Canada. While elaborating on the importance of ODL in today's world, she also quoted Dr A.P.J. Abdul Kalam, the President of India, from his Convocation Address, as delivered at the Third Convocation of NSOU: "Open University education has a large socio-economic relevance. I am happy to note that this University during the last three years has contributed substantially in the development of higher education in West Bengal." Statistically, Netaji Subhas Open University, as of now, has clocked a little over 70,000 students at 142 Study Centres in the State

Professor H. P. Dikshit, Vice-Chancellor, Indira Gandhi National Open University and Chairman, Distance Education Council, at the outset, expressed gratitude to Professor Surabhi Banerjee for her invitation to deliver the Second Endowment Lecture on Open & Distance Learning. ODL, as Professor Dikshit puts it, is a must to democratize higher education as well as to provide cost-effective quality education to large sections of our population including those disadvantaged living in remote and far-flung areas. Professor Dikshit appreciated further the tremendous growth and phenomenal expansion of Netaji Subhas Open University in the last four years. In fact, it has created a remarkable movement in the field of distance education by expanding the scope of higher education.

The Foundation Day Lecture, 2005 was delivered by Shri Bikash Ranjan Bhattacharyya, Mayor, Kolkata Municipal Corporation on 10th December, 2005 at Netaji Subhas Open University, 1, Woodburn Park, Kolkata-700020.

Professor Surabhi Banerjee, Vice-Chancellor, Netaji Subhas Open University, in her Welcome Address, expressed gratitude to Shri Bikash Ranjan Bhattacharyya, Mayor, Kolkata Municipal Corporation for his kind presence to deliver the Lecture. Prof Banerjee also expressed satisfaction that the Netaji Subhas Open University, being internationally acclaimed as a major leader of Open and Distance Learning System, has been thriving and striving uninterruptedly for reaching greater goals through nearly 70,000 students enrolled at 142 study centers in the State of West Bengal Kolkata, in her opinion, is an extension of rural civilization although civilization is primarily a city- product whether in the West or in the East Kolkata is not at all well-planned city like New Delhi or Chandigarh Hence, in a rather different context all Kolkatans have added responsibilities to act as worthy citizens.

Shri Bikash Ranjan Bhattacharyya , Mayor, Kolkata Municipal Corporation, while delivering the Foundation Day Lecture on "Kolkata - Yesterday, Today & Tomorrow' dwelt at length the evolutionary trend of the city - its origin, gradual expansion and development Calcutta lived up to its reputation as the Second City of the Empire. What Bengal thinks today, India thinks tomorrow. Calcutta is the essence of Bengal. Its civic consciousness is keenly alert. More and greater improvements are in the making A great heritage and a great vision are vouchsafed for Kolkatans of tomorrow. Kolkata Municipal Corporation will leave no stone unturned to make the city free of limitations circumventing Kolkatans now.

He also thanked the University for arranging such a splendid programme on Kolkata.

The two-day (12&13 August, 2005) National Symposium on Intellectual Property Rights (IPR) is organised by Netaji Subhas Open University in collaboration with the Ministry of Human Resource Development, Govt. of India on the 13th August, 2005 at 1100 hours.


Professor Surabhi Banerjeee, Vice-Chancellor, Netaji Subhas Open University welcomed Professor Satyasadhan Chakraborty, Minister, Department of Higher Education, Government of W. Bengal and Dr Surya Kanta Mishra, Minister, Department of Health & Family Welfare, Panchayat & Rural Development, Government of W. Bengal for their kind presence at the programme. She emphasised that Intellectual Property Right (IPR) is a global concern today with the emerging global scenario and challenging competition.


Professor Satyasadhan Chakraborty, Minister, Department of Higher Education, Government of W. Bengal put emphasis, while giving Inaugural Address, on the ever-increasing global challenges which can be faced only with appropriate knowledge, the capital of the fiiture. The challenge before India is, therefore, two-fold - the challenge of numbers and the challenge of quality. Indeed, the challenge is educating meaningfully a one billion strong nation on a continuing basis.

Professor Surabhi Banerjeee, Vice-Chancellor. Netaji Subhas Open University in her Welcome Address has expressed deep gratitude to Shri Gopal Krishna Gandhi, Governor of W. Bengal and Chancellor, Netaji Subhas Open University, Professor R.A. Mashelkar.


Director General CSIR and Secretary Dept. of Science, Govt of India and Professor Sudhendu Mondal, Director, National Library for their kind presence. She has also stressed the urgent need to encourage the study of IPR and to create public awareness about copyright and IPR matters among public and academic community.


Shri Gopal Krishna Gandhi. Governor of W. Bengal and Chancellor. Netaji Subhas Open University, while kindly inaugurating the Seminar, has observed that due to globalisation the world is going through rapid changes where national boundaries of production and distribution and life-styles are giving way to global trends and standards. Intellectual Property Right has undoubtedly become an important and inseparable part of any business. He also kindly acclaimed the pivotal role N.S.O.U is playing in the fast expanding arena of Open & Distance Learning.


In his Keynote Address, Professor R.A. Mashelkar, Director General CSIR and Secretary Dept. of Science, Govt of India has kindly explained how the change in world economic environment and India's emergence as a major economic power has brought about several changes in the laws and attitudes. The Central Government has taken a number of steps in formulating different laws relating to patent, copyrights, etc. Intellectual Property Rights have always been a contentions issue for the developed countries as the IPR granted in the form of patents, entitling the patentee to the commercial exploitation of rights embodied in the patent to the exclusion of others.

Professor Sudhendu Mondal, Director, National Library has expressed satisfaction that the University has been thriving uninterruptedly to disseminate knowledge through 142 study-centres with enrolment of 64092 students.

The historic Third Convocation of Netaji Subhas Open University is held at Mahajati Sadan in the august presence of His Excellency Dr. A. P. J. Abdul Kalam. the President of India and Shri Gopalkrishna Gandhi, the Governor of W. Bengal.

The ceremony is an unforgettable occasion as this happens to be the first time when the First Citizen of India delivers the Convocation Address as the Chief Guest at a University in the State of W. Bengal. In a soul-stirring address, the President urges the educationists and the students to work for a better India so that the country can earn the Developed Nation status in a short period of time.

The Convocation is also addressed by Shri Gopalkrishna Gandhi, the Governor of W. Bengal and Chancellor of Netaji Subhas Open University.
Professor (Dr) Surabhi Banerjee, Vice-Chancellor of the University emphasises on the amazingly phenomenal growth in the enrolment of students with nearly 60,000 students currently enrolled at 142 study centres and asserts that with a view to transforming Hon'ble President Dr. A. P. J. Abdul Kalam's visionary dream into a desired reality, Netaji Subhas Open University has already started taking innovative concepts and path-breaking endeavours to meet the unmet, to reach the unreached by taking optimum advantage of the technology-mediated learning strategy of EDUSAT in its mission to provide increased equitable access to seamless quality education & training in the Open & Distance Learning system. In fact, the works relating to the installation of commissioning of VSAT for ISRO under EDUSAT project have already started.

The Convocation is also graced by Prof. Satyasadhan Chakraborty, Minister, Department of Higher Education, Shri Ashok Bhattacharya, Minister, Department of Municipal Affairs and Urban Development, Town & Country Planning and Shri Narendra Nath Dey. Minister, Department of Food & Supply & Consumer Affairs and Shri Kanti Biswas, Minister, Department of School Education & Madrasa, Govt. of W. Bengal.

The prestigious Srinivasa Ramanujan Memorial Lecture, dedicated to the hallowed memory of Srinivasa Ramanujan, is being held under the auspices of Netaji Subhas Open University.

This year, the Lecture has been delivered by Dr. Bhalchandra Mungekar, Hon'ble Member, Planning Commission, Government of India. In the Planning Commission, Dr. Mungekar looks after Education, Labour and Employment, Tribal Affairs and Social Justice sectors.
Last year, the first Srinivasa Ramanujan Memorial Lecture was delivered by Professor C.S. Seshadri, FRS, legendary mathematician and Director, Chennai Mathematical Institute.

Professor Surabhi Banerjee, Hon'ble Vice-Chancellor, Netaji Subhas Open University, (NSOU) in her Welcome Address, has expressed deep gratitude to Professor Mungekar for his kind presence to deliver the Lecture. She has further mentioned that the enlightening Lecture of Dr. Mungekar, who is an eminent agricultural economist as well as a great thinker and reformist, would certainly evoke inspiring response among the distinguished audience.

In his lecture Professor Mungekar has kindly explained how by keeping pace with the scientific, technological advancement and proper implementation of Tenth Plan, which is a People's Plan in all respects, India is to make its presence felt in the global economy as one of the developed countries.

Last but not the least, Professor Mungekar has hailed the significant role that NSOU has been playing in the ever-expanding arena of Open and Distance Learning in the knowledge-based environment of the modem era. Professor Amiya Kumar Bagchi has expressed the same sentiment by reiterating the pivotal role of NSOU in reaching the unreached through Open & Distance Education. Professor Bagchi complimented Netaji Subhas Open University for its phenomenal growth in the enrolment of 64,000 students currently enlisted at 150 study centres as against 3460 students nearly 4 years back.

 

 

The prestigious Second A. J. C. Bose Memorial Lecture, dedicated to the hallowed memory of Acharya Jagadish Chandra Bose, has been held by Netaji Subhas Open University on 11.06.2005 at Bhasha Bhavan Conference Hall, National Library Complex, Kolkata—700027. This year the Lecture has been delivered by Professor Goverdhan Mehta, Director, Indian Institute of Science, Bangalore . Prof. Mihir Chaudhury, Former Professor, Indian Association for Cultivation of Science, Kolkata has presided over the function. Prof. Sudhendu Mondal, Director, National Library, Kolkata graced the occasion as Chief Guest and Special Guest of Honour respectively.

Prof. Surabhi Banerjee, Vice-Chancellor, Netaji Subhas Open University, in her welcome address, has expressed gratitude to Prof. Mehta for his kind presence to deliver the Lecture. She has added that the content embodied in the lecture of Prof. Mehta who is an eminent scientist would surely evoke inspiring response amongst the distinguished audience.

In his Lecture, Prof. Mehta lucidly explained how by keeping pace with the advancement of science and technology, India is going to make its presence felt in the world in the coming decades by converting into Reality her cherished dream of attaining the status of a fast-advancing country with application of the modern knowledge and techniques of expanding science and technology.

Last but not the least Prof. Mehta acclaimed the pivotal role NSOU is playing in the fast expanding area of Open and Distance Education in the knowledge based, glorified environment of the current era. Prof. Chaudhury and Prof. Mondal in their speeches echoed this sentiment attaching great importance to the excellent spadework being done by this University in reaching and empowering the unreached through Open and Distance Education.

 
 
It was an auspicious occasion for the burgeoning Netaji Subhas Open University (NSOU) to arrange a Special Convocation to confer the Degree of Doctor of Letters, Honoris Causa on Sir John Daniel President & CEO, Commonwealth of Learning, Vancouver, Canada on the 14th day of April, 2005 at Rabindra Sadan, Kolkata. Netaji Subhas Open University, being one of the harbingers of Open and Distance Learning in India feels honoured to confer this Degree on Sir John Daniel, the precursor & forerunner of global Open & Distance Learning. In recognition & admiration of his illustrious virtues Netaji Subhas Open University feels privileged for conferring the Degree on Sir John, a friend philosopher & guide of the University.

In her Welcome Address, Professor (Dr.) Surabhi Banerjee, Hon’ble Vice-Chancellor, Netaji Subhas Open University cordially greeted the distinguished guests and all present in the programme. She precisely mentioned the immense importance of the day. This was followed by the Vice-Chancellor’s brief report of the programme of the University during the year 2004-2005. This report talks about th exponential growth, ever-expanding sphere of activities and future plans of the University.

In his Address Sir John stressed on the immense possibilities of Open & Distance Learning (ODL) System, which is going to be the prime mode of education in the coming years. His speech contains the elements of his appreciative and supportive gestures towards Netaji Subhas Open University.

This august ceremony was graced by the august presence of Prof. V.S. Prasad, Director National Assessment & Accreditation Council (NAAC), Mr. E. Zandar, Consul General Federal Republic of Germany, Kolkata. The Convocation Address was delivered by Prof. V.S. Prasad. He talked about the visionary dreams, innovative concepts and path-breaking endeavours of NSOU to develop the system of ODL in Eastern India. He also emphasized on the splendid activities of the University in all spheres of learning. Speech of Mr. E. Zander, in general, covers appreciation of NSOU’s endeavour to meet emerging requirements in both academic and professional sector.


 

The 13th of May 2005 was an eventful and remarkable day for Netaji Subhas Open University (NSOU) because in the morning Sir John Daniel President and CEO Commonwealth of Learning Canada, delivered the Endowment Lecture on ‘Extraordinary Education for Ordinary People' and in the same evening Sir John inaugurated the Course on B.Ed. (Special Education) offered by Netaji Subhas Open Universiy. The Course was inaugurated at Helen Keller Badhir Vidyalaya – one of the affiliated Study Centres of NSOU for this Course. He expressed his utter satisfaction and gladness to see the endeavour taken by NSOU towards the overlooked and underprivileged sector of the society – the disabled persons, who could be made equally or even more efficient for the society if a little care and proper attention be given to them.

Professor (Dr.) Surabhi Banerjee, Hon’ble Vice-Chancellor in her Welcome Address cordially greeted the distinguished guests and all present in the programme. She also made a brief statement about the mission and vision of Netaji Subhas Open University towards the physically challenged members of our society. She also read out the message sent by Hon’ble Sri. Kanti Ganguly, Minister of State, Govt. of West Bengal and President Helen Keller Badhir Vidyalaya as he could not be present on the occasion owing to ailments.

Professor G. Majumdar, Academic Coordinator, NSOU presented the Course before the audience. In his speech Professor Majumdar mentioned that the medium of the Course will be purely in Bengali and since no other University in our country is conducting this Course in regional language other than NSOU, he mentioned how much assiduous effort has been given to prepare the Study Material for the purpose.

Dr. J. P. Singh Member Secretary, Rehabilitation Council of India (RCI) was the Guest of Honour on the occasion. In his Address Dr. Singh expressed that RCI will constantly extend their support and patronage to NSOU for conducting the Course.

The programme ended with an astonishing performance presented by the students of Helen Keller Badhir Vidyalaya in a colourful cultural programme.

An Endowment Lecture on “Extraordinary Education for Ordinary People” was delivered on Wednesday, April 13, 2005 by Sir John Daniel, President & CEO, Commonwealth of Learning, Vancouver, Canada. Hon’ble Justice Sri Shyamal Kumar Sen, Chairman, Human Rights Commission, West Bengal presided over the session.

The elements of Endowment Lecture shone with transparent purpose: Netaji Subhas Open University in the last three years particularly has successfully emerged as a living apotheosis in the genere of Open and Distance Learning. The University has been diligently trying to ignite the young minds and empower them with knowledge. This Endowment Lecture inspired the University to propel its action craft to forge ahead to meet the inaccessible through ODL.

The Hon’ble Vice-Chancellor Professor (Dr.) Surabhi Banerjee, by her benign presence in the Lecture, also expressed in a few words the excellence of ODL. She emphasized on how NSOU has been rigorously pursuing the goals o making ODL the most effective way of learning in modern India.

To fulfil its candid motto to reach the unreached an innovative one-year B.Ed. (Special Education) Course was launched by Netaji Subhas Open University (NSOU) on December 08, 2004. NSOU and Rehabilitation Council of India (RCI) will make joint efforts in promoting and implementing this educational programme for the empowerment of the special target group of persons with hearing impairment and mental retardation within the jurisdiction of NSOU. RCI recognizes NSOU as a State Open University equipped for undertaking Special Education and Rehabilitation Programme through Distance Mode in regional language.
In her welcome Address Professor Surabhi Banerjee, Vice-Chancellor, Netaji Subhas Open University has expressed her gratitude to major H.P.S. Ahluwalia, Chairman, Rehabilitation Council of India (RCI) for his kind gesture of coming down to Kolkata to formally launch the programme on the day. She has also conveyed thanks torn Dr. J. P. Singh, Member Secretary, RCI for his kindly gracing the occasion as Guest of Honour. The Vice-Chancellor has added that the Academic programme launched now will cover basic skills in education including basic components for educating disabled learners with hearing impairment and mental retardation. According to the Vice-Chancellor, translation of the contents for the two Courses into Bengali has been arranged to be done by expert translators. She has expressed hope that these two courses will effectively benefit the physically challenged learners through the help that they will get from the competent teachers who would successfully complete the Courses.
   
 
 
As in the previous years, this year the programme of the Foundation Day Lecture, 2004 of Netaji Subhas Open University has been observed on December 7, 2004 at The Oberoi Grand, Kolkata. Dr. G. Madhavan Nair, Chairman, Indian Space Research Organization (ISRO), Chairman, Space Commission and Secretary, Department of Space, Govt. of India has delivered the lecture on "Space Technology for Education". In his valued lecture Dr. Nair has made informative coverage of the challenges that the educational sector of this country is facing nowadays. In this connection he has also addressed the issue how space technology in the country has evolved to meet the pressing developmental needs. His lecture also delineated the relevance of space technology for education—in particular, the possibilities of EDUSAT, which was recently launched by Indian Space Research Organization (ISRO). In her Welcome Address, Professor Surabhi Banerjee, Vice-Chancellor, NSOU, expressed gratitude for the kind patronage that Dr. Nair has extended to this University by delivering his valued lecture pertaining to an emerging area of the present-day education scenario. She has added that it is indeed inspiring to learn from the Lecture that ISRO would always be ready to collaborate with NSOU in using the space technology meaningfully for tackling the manifold problems of education. Professor Satyasadhan Chakraborty, Minister-In-Charge for Higher Education, Govt. of West Bengal has presided over the programme and expressed hi gladness for the joint venture of ISRO and NSOU particularly for facilitating to educational programme of the University by application of the most modern technique of EDUSAT.

This is with the happy backdrop of executing a MOD by Netaji Subhas Open University (NSOU) with the worldclass Chennai Mathematical Institute (CMI), Chennai to uplift teaching and learning of mathematics in a mutually beneficial way, that NSOU has organized a programme of two-day National Seminar of Mathematics. The programme has been arranged to be held at Ramakrishna Mission Institute of Culture, Golpark, Kolkata on 5th & 6th October, 2004. Professor C. S. Seshadri, FRS, Chairman, CM1 and an eminent mathematician of International Repute would chair the Workshop on both the days. Eminent mathematician from different corners of the State, advanced students and learners of mathematics are to deliberate and interact on several aspects of mathematics in this Workshop. The first part of the first day of the Workshop has been reserved for the University's First Srinivasa Ramanujan Lecture by Professor C. S. Seshadri in respectful admiration to the revolutionary mathematician Srinivasa Ramanujan. At the outset Professor Surabhi Banerjee, Hon'ble Vice-Chancellor, Netaji Subhas Open University delivered in her Welcome Address that the long cherished desire of holding a lecture in the memory of Srinivasa Ramanujan is now fulfilled. It is a privilege that the first lecture is delivered by none other than Professor C. S. Seshadri. This is also a privilege, she has added that an important two-day Workshop on Mathematics has been arranged, which but for the unstinted cooperation of CMI and Professor Seshadri in particular could not be smoothly held. The Vice-Chancellor also mentioned that this Workshop would open the gateway to the University's mission of uplifting its standard of teaching and learning mathematics with the active help of CMI. In his Presidential Address, Dr. K. B. Sinha, Director, ISI, Kolkata appreciated the venture of NSOU and its endeavour to specialize the course of its teaching and learning mathematics with a help of the eminent mathematician. Professor C. S. Seshadri with his CMI workforce of mathematicians. He expressed the overshelming impact of the First Srinivas Ramanujan Memorial Lecture by Professor C. S. Seshadri on him. The Second Session of the day was devoted to the lecture deliberation by eminent mathematicians from CMI and others. Judged from the prospective and academic angles, the Workshop may be treated as a first of its kind, pioneering and innovative.
   
 
 
In its untiring bid to reach the unreached Netaji Subhas Open University has inspiringly launched IT-based Courses in active collaboration with the worldclass NASSCOM. These are Chief Information Officer Development (CIO). Intellectual Property Management (IPM) and e-governance Courses to create IT Professionals for meeting the emerging industrial requirements. In a National Seminar organised by NSOU in Kolkata on the occasion. Prof. Surabhi Banerjee, VC, NSOU while delivering her Welcome Address, expressed the strong feeling that by launching the Courses the University widens the scope of meeting the need of the hour. She added that but for the unstinted collaboration of NASSCOM and the flagship guidance of its President Mr. Kiran Karnik, NSOU could not have so hopefully launched the Courses as such to include the excluded in its endeavour to develope IT Workforce and Professionals through a meaningful co-existance of the interests of the industrial and academic circuits. Prof. Satya Sadhan Chakraborty, MIC (HE) formally inaugurated the Courses and in his Address appreciated the venture of the University. He emphasized that the Govt. of West Bengal has been spreading its wings in several ways as well as the Dept. of Higher Education in the State has been actively moving in the direction of enlarging the sphere of IT education and its application to facilitate meeting the requirements of the industries. Industrialist Mr. Sanjay Budhia greeted the collaborative venture in the Address as Guest of Honour. In his Keynote Address, Mr. Kiran Karnik delivered that it is a crying need that the academia should come forward with expression of interest of launching such important Couses to develop workforce and professionals who are essential for meeting the growing industrial needs. Our country which is industrially fast developing demands a growing number of such professionals for engagement in industrial sector immediately as well as in near future. Mr. Karnik widely appretiated the in-time and innovative endeavour of the burgeoning NSOU in this direction, for which his NASSCOM has comeforward for the alliance with the University. The National Seminar with two Brainstorming Sessions and Mr. Karnik in the Chair was organized with eminent IT speakers from the industry and academia viz. TCS (Kolkata), Webel, NIC, Cognizant, Price Water Cooperhouse and a good participation of delegates from industry and academia. The deliberations were on the topics such as Emerging Industrial Requirements and Curriculum in ODL and Development of Courses for Creating Worldclass IT Professionals with the role to be played by NSOU and NASSCOM Alliance.
   
 
 
A daylong seminar on “Empowerment of Rural Community through Village Knowledge Centres: Role of Collaborative Alliance between MSSRF & NSOU” was held on 26th July 2004 at the Burdwan-Coochbihar Hall of The Oberoi Grand Hotel. The main speaker of the seminar was the legendary agricultural scientist Professor M. S. Swaminathan. The inaugural session was adorned by Dr. Suryakanta Misra, Minister-in-Charge, Health and Family Welfare, Panchayat & Rural Development; Sri Narendranath Dey, Minister of Food & Supply and Consumer affairs; Prof. Surabhi Banerjee, Hon’ble Vice-Chancellor, Netaji Subhas Open University and Prof. M. S. Swaminathan, Founder, M. S. Swaminathan Research Foundation.
   
 
 
Shri Somnath Chatterjee, with his laudable stature and long tenure in the Loksabha has now become the Hon'ble Speaker. It is a fitting culmination of a long and eventful career devoted to the People's cause. And, we at NSOU gratefully recall that the success we have achieved in opening up higher education to the yet-to-be empowered segments of our masses through our network of Open and Distance Learning Study Centres, we owe in no small measure to his unostentatious yet tenacious patronage and active support for the welfare of the University in its bid to include the excluded.
As a token of admiration and reverence we organized a programme held at 11 A.M. on July 31, 2004 at Rotary Sadan, Kolkata to felicitate the eminent jurist Shri Somnath Chatterjee on his magnificent attainment as the Hon'ble Speaker, Loksabha.

   
 
 
It was indeed a remarkable occasion of Netaji Subhas Open University, Kolkata when AIU EAST ZONE VICE-CHANCELLORS' CONFERENCE2004 was formally inaugurated by Prof. Satya Sadhan Chakraborty, Minister in Charge, Higher-Education, Govt.of West Bengal. Prof. Surabhi Banerjee, Vice-Chancellor, Netaji Subhas Open University, Kolkata, Prof. K. Mohandas, President, Association of Indian Universities & Director, Sree Chitra Tirunal Institute for Medical Sciences and Technology & Prof. Asis Kumar Banerjee, Vice-Chancellor, Calcutta University & President, Association of Universities in West Bengal, were also present on the podium. Hon'ble Vice-Chancellors from different Universities across the Eastern Zone of Indian Subcontinent were also participated in the conference. The news letters of AIU & AUWB were also released in the inaugural session of the conference. In her welcome address, Prof. Banerjee, expressed her gratitude to AIU officials for giving her the chance to host this conference. She explained the role of NSOU in this era of 'perpetual flux’ and the necessity of ODL system in our country.Prof. Asis Kumar Banerjee, Vice-chancellor, Calcutta University& President, Association of Universities in West Bengal, in his speech, gave thanks to Prof. Surabhi Banerjee, Vice-chancellor, Netaji Subhas Open University, Kolkata, for organizing such a successful conference in Kolkata. He discussed all the issues relating to the globalization and Higher Education. He pointed out the importance of the knowledge based society. He emphasized that Higher education should not be looked after from narrow economic point of view and Government should play an important role to encourage Higher Education. Prof. Satya Sadhan Chakraborty, Minister in Charge, Higher-Education, Govt.of West Bengal, pointed out at the role of Higher Education in a changing society. He emphasized that the primary education is must but Higher education is also needed in this era of technological advancement. He expressed that like developed countries we also need a pro people policy of Higher education. It is necessary to fix what should be taught. We should welcome modern technologies as well as modern thoughts. He expressed his awareness about the economic problems in the Universities, particularly of East Zone. Prof. K.Mohandas in his speech described the role that AIU has been playing for past 79 years in the fields of Higher education. He also gave emphasis to the financial issues that centered on the different talks, they organized. He stressed upon the fact that knowledge bank should be used for industrial growth.

   
 
 
The Convocation of NSOU has been heldheld on April 16, 2004 in Kolkata with Hon’ble Governor and Chancellor, Shri Viren J Shah as President. Sir John Daniel, Asstt. Director- General for Education, UNESCO, Paris & President & CEO designate, Commonwealth of Learning, Vancouver, Chief Guest has delivered Convocation Address titled ‘Leading an Academic Revolution’. Prof. Surabhi Banerjee, Vice-Chancellor of the University has delivered her Report highlighting the multidimensional progress that NSOU has made during 2003-2004, only the second year since her being Vice-Chancellor of the University. Her Report highlights how the enrolment during the last two years has explosively grown with the Courses expanding. The commendable success of the University, as the Report points out, shows how e-governance at NSOU is harnessing its enormous potential of new and innovative techniques and communication technologies. Professor C. S. Seshadri, FRS and internationally acclaimed mathematician of the world class Chennai Mathematical Institute and Professor V. N. Rajasekharan Pillai, Vice-Chairman, UGC were present as Guests of Honour on the said occasion. Students who completed the Term-end Exams. during 2003 obtaining the required credit points have been awarded certificates and medals for selected ranks.
   
 
 
Netaji Subhas Open University was lunched On-Line Bangla Course (Certificate Course) in collaboration with the Central Institute of Indian Languages, Mysore on March 24, 2004. The ceremony was inaugurated by His Excellency, Sri Viren J Shah, Governor of West Bengal and Chancellor, Netaji Subhas Open University. Professor Surabhi Banerjee, Vice-Chancellor Netaji Subhas Open University delivered the welcome address. Mr. Jawhar Sircar, Principal Secretary, Higher Education Dept, Govt of West Bengal, Mr. Subhendu Kumar Mitra, Managing Director, WEBEL and Professor Uday Narayan Singh, Director, Central Institute of Indian Languages, Mysore were the Guests of Honour. This is a pioneering and trailblazing endeavour, the first of its kind in India. The Course has been so designed that particularly those who do not know Bengali in India and in the wide diaspora abroad may be much benefited by On-Line dissemination of knowledge about the salient features of Bengali Language, Literature and Culture. The course has been arranged for tele-tutoring Bengali by internet connectivity and electronic media as well as by equipping the learners with Course Material through Courseware developed for the purpose with focus on Language, Literature, Society and Culture of Bengali.
