The
day-long National Symposium titled 'In Quest
of Excellence--Industry, Education and the Media' was organised
by Netaji Subhas Open University on 20.12.2006. The
inaugural session was held at Hotel Hindustan International, 235/1,
AJC Bose Road, Kolkata--700020. Professor Surabhi Banerjee,
Vice Chancellor, Netaji Subhas Open University delivered the Welcome
Address. Professor Sudarsan Raychaudhuri,
Minister-in-Charge, Higher Education Department, Government of West
Bengal delivered the Inaugural Address. The Keynote
Address was delivered by Professor V. N. Rajasekharan
Pillai, Vice Chancellor, Indira Gandhi National Open University
and Chairman, Distance Education Council. Mr. Sanjoy Budhia, Managing
Director, Patton International Ltd. was also present at the Inaugural
Session and delivered a lecture. The Inaugural Session was followed
by three parallel technical sessions on Industry, Media
and Education respectively. The sessions on Industry and Media were
held at Hotel Hindustan International and the session on Education was
held at the Conference Hall of Netaji Subhas Open University Headquarters
at 1, Woodburn Park, Kolkata--700020. In the evening there was a cultural
programme of Dance Recital by the Kathak maestro Professor Amita
Dutta and her troup. This symposium was organised in connection
with the occasion of University's getting the international award--“Excellence
in Distance Education Award (EDEA), 2006” for Institutional
Excellence in Open and Distance Education by the Commonwealth of Learning
(COL).

Fourth
Annual Foundation Day Lecture 2006

The
Fourth Annual Foundation Day Lecture of Netaji Subhas Open University
was delivered today by Professor V. N. Rajasekharan Pillai,
Vice-Chancellor, Indira Gandhi National Open University and Chairman,
Distance Education Council, New Delhi before a distinguished assembly
which included its vice-chancellor, Professor Surabhi Banerjee, academicians,
experts and students at Rotary Sadan, Kolkata. The eminent academician
spoke on the catalytic role of the Open University system in the country
in the times ahead. Sri Asok M. Chakrabarti, Additional
Secretary to the Government of West Bengal, presided over the function.
Earlier
on welcoming all Professor Surabhi Banerjee, Vice-Chancellor,
Netaji Subhas Open University described the occasion in her Welcome
Address as a well-chosen moment of stocktaking and introspection. It
was also assuredly a moment of celebration she asserted. Though there
was no room for complacency in the University’s scheme of things,
there was glad tidings; this premier ODL University was recently conferred
with the most prestigious International Award—“Excellence
in Distance Education Award (EDEA), 2006” for Institutional
Excellence in Open and Distance Education by the Commonwealth of Learning
(COL). This global recognition of the university’s immense and
tangible achievements was an honour not only for NSOU but for all in
India involved in Open and Distance Learning. NSOU however refuses to
rest on its laurels and continues to forge ahead and is well poised
to widen its academic outreach beyond West Bengal. She felicitated Professor
Pillai on becoming Vice-Chancellor of IGNOU and Chairman, DEC.
Professor
Pillai began by observing that he was paying his third visit
to the University. He had been a witness to its magnificent exfoliation
and expansion—a process through which NSOU has swiftly come to
grips with the basic goal of taking higher education to the grassroots
and minimizing deprivation in this area. If one went by the three parameters
of universal literacy, school education and post-school or higher education
India still has a considerable leeway to make up in spite of its undeniable
achievements in various fields. The situation is more or less similar
in the tri-continental world. This is where Open and Distance Learning
can come in and make all the difference, functioning in tandem with
the conventional system and rapidly bringing into play and accelerating
the use of a whole new array of state-of-the-art ICT technologies and
devices like EDUSAT. Professor Pillai went on to observe that premier
ODL institutions like Netaji Subhas Open University can go a long way
in addressing the problem of regional imbalance by training and equipping
the educated unemployed for a variety of vocations and thus bridging
the knowledge gap which tends to hold them back in the competitive job
market. In the final analysis the ODL system, if used correctly, can
be a magnificent tool in the hands of each learner and teacher in his/her
search for quality education and fulfillment in life. The question of
quality assurance and quality enhancement is naturally central to the
national agenda of education. The way he saw it, what was needed was
a national framework for assessing and assuring quality and skills both
at the central and the state levels. The creation of such a framework
would naturally increase academic and professional mobility. Its inherent
flexibility enables the ODL system to initiate and sustain such a framework
in collaboration with the conventional system. This naturally implies
a meaningful convergence of ODL and the conventional system—a
convergence capable of opening up wonderful possibilities. In conclusion
Professor Pillai felicitated Netaji Subhas Open University for memorable
achievements both at home and abroad.

Two
Day National Symposium on Intellectual Property Rights

A
two-day National Symposium on Intellectual Property Rights (IPR) was
organised by Netaji Subhas Open University in collaboration with Ministry
of Human Resource Development (MHRD), Government of India on December
8 & 9, 2006. The inaugural session was graced by the presence of
Shri Rabi Lal Mitra, Minister in Charge, Law and Judicial Department,
Government of West Bengal, who inaugurated the symposium and Justice
Chittotosh Mookerjee, Former Governor of Maharastra and Former Chief
Justice, Bombay High Court as the Chief Guest. The inaugural session
was held at Rotary Sadan, 94/2 Jawaharlal Nehru Road, Kolkata--700020.
On the following day the venue was shifted to the Golpark Campus of
Netaji Subhas Open University. Academicians, Students, Experts, Professionals
from various spheres participated in the symposium.

Eastern
Regional Conference on NET Examination

Under
the sponsorship of UGC a day-long conference on NET examination was
organized and hosted by Netaji Subhas Open University, Kolkata on 19
October, 2006. Vice-Chancellors, eminent academicians, experts, students/research
scholars from various universities of eastern region along with policy
makers delved deeply into the matter, discussed the issue at length
and gave vent to their views regarding the issue. In her Welcome Address
Professor Surabhi Banerjee, Vice-Chancellor, Netaji Subhas Open University
reminded the distinguished audience that the issues involved were of
such a pivotal nature as the task of evolving an effective national
policy demands the most alert attention and response. Dr. Bhalchandra
Mungekar, Member, Planning Commission and Chairperson, UGC-NET Review
Committee in his Introductory/Inaugural remarks pointed out that in
India we need highly enlightened, educated and communicative teachers
who will be able to initiate students into newer areas of study. In
this connection he briefly reviewed the recommendations of various education
commissions of India and the very philosophy of introducing NET examination
as a screening test for the selection of quality teachers in the realm
of higher education. Professor Amiya Bagchi, an eminent academician
and an economist, presented his views against NET citing exemplary cases
from different states. Professor Amlan Dutta, the former-Vice-Chancellor
of Vishva Bharati University and North Bengal University, West Bengal
observed that the NET was developed in order to create a centralized
eligibility test to ensure quality, as the standards of all the Indian
universities are not at par. the process of ensuring the quality should
be intelligent. He opined that NET should test a person’s teaching
ability which includes not only a firm grip on information but also
a very clear conception and communicative ability. The inaugural session
was followed by an interactive session which was well attended by Vice-Chancellors
of various universities of eastern India, academicians, students, university
administrators etc. Issues like restructuring of NET question papers,
preparing question banks, retention of NET instead of SLET, employment
guarantee for NET qualified candidates, rationale behind setting M.
Phill. and Ph. D. as two alternative criteria for NET surfaced during
the interaction. Professor Surabhi Banerjee, Vice-Chancellor, Netaji
Subhas Open University in her concluding remarks thanked everyone for
critically reviewing the situation. The Vote of Thanks was proposed
by Dr. M. V. Krishnaswamy, Jt. Secretary & Head, UGC-NET Bureau.

delivered the Convocation Address. Professor Surabhi Banerjee,

report of the University. Shri Gopalkrishna Gandhi,

her Welcome Address, thanked Professor H.P. Dikshit, Vice-Chancellor,
Indira Gandhi National Open University and Chairman,
Distance Education Council, for having kindly agreed to deliver
the Second Endowment Lecture on
"Open & Distance Learning". The First Endowment
Lecture on ODL was delivered by Sir John Daniel, President
and C.E.O., Commonwealth of Learning, Vancouver, Canada. While
elaborating on the importance of ODL in today's world, she also quoted
Dr A.P.J. Abdul Kalam, the President of India, from his
Convocation Address, as delivered at the Third Convocation of
NSOU: "Open University education has a large
socio-economic relevance. I am happy to note that this University during
the last three years has contributed substantially in the development
of higher education in West Bengal." Statistically, Netaji
Subhas Open University, as of now, has clocked
a little over 70,000 students at 142 Study Centres
in the State
Professor
H. P. Dikshit, Vice-Chancellor, Indira Gandhi National Open University
and Chairman, Distance Education Council, at the outset,
expressed gratitude to Professor Surabhi Banerjee for
her invitation to deliver the Second Endowment Lecture on Open
& Distance Learning. ODL, as Professor
Dikshit puts it, is a must to democratize higher education as
well as to provide cost-effective quality education to large sections
of our population including those disadvantaged living in remote and far-flung
areas. Professor Dikshit appreciated further the tremendous
growth and phenomenal expansion of Netaji Subhas Open University in the
last four years. In fact, it has created a remarkable movement in the

Surabhi Banerjee, Vice-Chancellor, Netaji Subhas Open University, in her
Welcome Address, expressed gratitude to Shri Bikash Ranjan Bhattacharyya,
Mayor, Kolkata Municipal Corporation for his kind presence to deliver
the Lecture. Prof Banerjee also expressed satisfaction that the Netaji
Subhas Open University, being internationally acclaimed as a major leader
of Open and Distance Learning System, has been thriving and striving uninterruptedly
for reaching greater goals through nearly 70,000 students enrolled at
142 study centers in the State of West Bengal Kolkata, in her opinion,
is an extension of rural civilization although civilization is primarily
a city- product whether in the West or in the East Kolkata is not at all
well-planned city like New Delhi or Chandigarh Hence, in a rather different
context all Kolkatans have added responsibilities to act as worthy citizens.
Shri
Bikash Ranjan Bhattacharyya , Mayor, Kolkata Municipal
Corporation, while delivering the Foundation Day Lecture on "Kolkata
- Yesterday, Today & Tomorrow' dwelt at length the evolutionary
trend of the city - its origin, gradual expansion and development Calcutta
lived up to its reputation as the Second City of the Empire. What Bengal
thinks today, India thinks tomorrow. Calcutta is the essence of Bengal.
Its civic consciousness is keenly alert. More and greater improvements
are in the making A great heritage and a great vision are vouchsafed for
Kolkatans of tomorrow. Kolkata Municipal Corporation will leave no stone
unturned to make the city free of limitations circumventing Kolkatans
now.
He
also thanked the University for arranging such a splendid programme on

the programme. She emphasised that Intellectual Property Right (IPR)
is a global concern today with the emerging global scenario and challenging
competition.
Professor Satyasadhan Chakraborty, Minister, Department of Higher Education,
Government of W. Bengal put emphasis, while giving Inaugural Address,
on the ever-increasing global challenges which can be faced only with
appropriate knowledge, the capital of the fiiture. The challenge before
India is, therefore, two-fold - the challenge of numbers and the challenge

was an auspicious occasion for the burgeoning Netaji Subhas Open University
(NSOU) to arrange a Special Convocation to confer the Degree of Doctor
of Letters, Honoris Causa on Sir John Daniel President & CEO, Commonwealth
of Learning, Vancouver, Canada on the 14th day of April, 2005 at Rabindra
Sadan, Kolkata. Netaji Subhas Open University, being one of the harbingers
of Open and Distance Learning in India feels honoured to confer this Degree
on Sir John Daniel, the precursor & forerunner of global Open &
Distance Learning. In recognition & admiration of his illustrious
virtues Netaji Subhas Open University feels privileged for conferring
the Degree on Sir John, a friend philosopher & guide of the University.
In
her Welcome Address, Professor (Dr.) Surabhi Banerjee, Hon’ble
Vice-Chancellor, Netaji Subhas Open University cordially greeted the
distinguished guests and all present in the programme. She precisely
mentioned the immense importance of the day. This was followed by the
Vice-Chancellor’s brief report of the programme of the University
during the year 2004-2005. This report talks about th exponential growth,
ever-expanding sphere of activities and future plans of the University.
In
his Address Sir John stressed on the immense possibilities of Open &
Distance Learning (ODL) System, which is going to be the prime mode
of education in the coming years. His speech contains the elements of
his appreciative and supportive gestures towards Netaji Subhas Open
University.
This
august ceremony was graced by the august presence of Prof. V.S. Prasad,
Director National Assessment & Accreditation Council (NAAC), Mr.
E. Zandar, Consul General Federal Republic of Germany, Kolkata. The
Convocation Address was delivered by Prof. V.S. Prasad. He talked about
the visionary dreams, innovative concepts and path-breaking endeavours
of NSOU to develop the system of ODL in Eastern India. He also emphasized
on the splendid activities of the University in all spheres of learning.
Speech of Mr. E. Zander, in general, covers appreciation of NSOU’s
endeavour to meet emerging requirements in both academic and professional
sector.

The 13th of May 2005 was an eventful and remarkable
day for Netaji Subhas Open University (NSOU) because in the morning
Sir John Daniel President and CEO Commonwealth of Learning Canada, delivered
the Endowment Lecture on ‘Extraordinary Education for
Ordinary People' and in the same evening Sir John inaugurated
the Course on B.Ed. (Special Education) offered by Netaji Subhas Open
Universiy. The Course was inaugurated at Helen Keller Badhir Vidyalaya
– one of the affiliated Study Centres of NSOU for this Course.
He expressed his utter satisfaction and gladness to see the endeavour
taken by NSOU towards the overlooked and underprivileged sector of the
society – the disabled persons, who could be made equally or even
more efficient for the society if a little care and proper attention
be given to them.
Professor
(Dr.) Surabhi Banerjee, Hon’ble Vice-Chancellor in her Welcome Address
cordially greeted the distinguished guests and all present in the programme.
She also made a brief statement about the mission and vision of Netaji
Subhas Open University towards the physically challenged members of our
society. She also read out the message sent by Hon’ble Sri. Kanti
Ganguly, Minister of State, Govt. of West Bengal and President Helen Keller
Badhir Vidyalaya as he could not be present on the occasion owing to ailments.
Professor
G. Majumdar, Academic Coordinator, NSOU presented the Course before the
audience. In his speech Professor Majumdar mentioned that the medium of
the Course will be purely in Bengali and since no other University in
our country is conducting this Course in regional language other than
NSOU, he mentioned how much assiduous effort has been given to prepare
the Study Material for the purpose.
Dr.
J. P. Singh Member Secretary, Rehabilitation Council of India (RCI) was
the Guest of Honour on the occasion. In his Address Dr. Singh expressed
that RCI will constantly extend their support and patronage to NSOU for
conducting the Course.
The
programme ended with an astonishing performance presented by the students
of Helen Keller Badhir Vidyalaya in a colourful cultural programme.

Endowment Lecture on “Extraordinary Education for Ordinary
People” was delivered on Wednesday, April 13, 2005 by Sir
John Daniel, President & CEO, Commonwealth of Learning, Vancouver,
Canada. Hon’ble Justice Sri Shyamal Kumar Sen, Chairman, Human Rights
Commission, West Bengal presided over the session.
The
elements of Endowment Lecture shone with transparent purpose: Netaji Subhas
Open University in the last three years particularly has successfully
emerged as a living apotheosis in the genere of Open and Distance Learning.
The University has been diligently trying to ignite the young minds and
empower them with knowledge. This Endowment Lecture inspired the University
to propel its action craft to forge ahead to meet the inaccessible through
ODL.
The
Hon’ble Vice-Chancellor Professor (Dr.) Surabhi Banerjee, by her
benign presence in the Lecture, also expressed in a few words the excellence
of ODL. She emphasized on how NSOU has been rigorously pursuing the goals
o making ODL the most effective way of learning in modern India.

of its publications and basket of useful Courses attracted a record
footfall with over a lakh visitors every day and registered high sales
revenues from our quality Study Materials. Netaji Subhas Open University
– a house hold brandname in West Bengal and beyond, conducts its
stall at the Book Fair which acts as a rewarding conduit between the
University and the people aspiring for a wider access to higher education.
